In September of 2013, I had the opportunity to attend CALEA Assessor Training at CALEA Headquarters in Gainesville, VA. One of my fellow assessor trainees was Mary Sue Robey, Accreditation Manager for the Valley Communications Center in Kent, Washington. WASHINGTON, D.C.—The International City and County Management Association (ICMA) and the Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA®) have announced plans to work collectively to meet both organizations’ core missions of providing valuable resources to local government public safety and management professionals.
ICMA identifies leading practices to address the needs of local governments and the management professionals that serve them globally. CALEA improves the delivery of public safety services by maintaining a body of standards that comprehensively cover contemporary public safety issues, administering an accreditation process, and recognizing professional excellence. These two organizations are broadly acknowledged as leaders in their fields, and thousands of city, town, county, and state entities rely on their programs to promote the efficient and effective delivery of public services.
As an example of the potential of this complementary partnership, CALEA publishes a best practice standard that requires participating public safety agencies to conduct time-sensitive workload assessments to promote appropriate staffing levels. ICMA has developed an effective research model to support public safety agencies in meeting this standard and understanding workload management issues. The result is the application of standards with compliance through professional resources that support good public stewardship and responsible management.

2013 Fall CALEA Conference in Winston-Salem, North Carolina
Plan now to attend!
Plans for CALEA’s Fall Conference in Winston-Salem are nearing completion. The conference is being held at the Embassy Suites Winston-Salem, and also at the Marriott Winston-Salem. Activities and training classes will take place in both hotels, which are connected by an enclosed walkway, so access is convenient from either hotel. This will be a popular conference so book your room early!

The following press release was published by the Commission on Accreditation for Law Enforcement Agencies on September 13th, 2013. Congratulations to the newly appointed and re-appointed CALEA Commissioners.
News Release – Gainesville, VA, September 13, 2013 – CALEA, the Gold Standard in Public Safety Accreditation is pleased to announce the appointment of three new Commissioners. They are: Chief Hassan M. Aden, Greenville (NC) Police Department; Colonel Marcus L. Brown, Maryland State Police; and South Carolina Supreme Court Justice John W. Kittredge. In addition, five current CALEA Commissioners were reappointed. All appointments are effective January 1, 2014.CALEA was established as an independent accrediting authority in 1979 by the four major law enforcement executive associations: International Association of Chiefs of Police (IACP); National Organization of Black Law Enforcement Executives (NOBLE); National Sheriffs’ Association (NSA); and Police Executive Research Forum (PERF). The Commission has 21 members, including 11 law enforcement practitioners and 10 members from the public and private sectors. The position is voluntary and Commissioners are appointed to a term of three years.
CALEA was established to develop standards for public safety agencies and administer complementary accreditation processes. Program offerings currently include accreditation for law enforcement agencies, public safety communications and training academies, and most recently, campus security organizations. These programs serve as a modern management model for public safety agencies on an international basis, and are a blueprint for developing industry recognized best practices.
Chief Aden was appointed to his current position in November 2012 and was formerly the Deputy Chief of Police for the Alexandria (VA) Police Department, where he served the community for twenty-five years. During his tenure with the Alexandria Police Department, he provided leadership in numerous operational areas, including patrol and internal affairs. He also served as special assistant to the chief of police and liaison to the elected leadership of the city. Chief Aden is a graduate of American University in Washington, D.C, where he holds a Master of Public Administration. He has received specialized leadership training from Boston University and the University of Richmond. Chief Aden is a former CALEA Assessor and has experience with both domestic and international CALEA Standards applications.
Colonel Brown was appointed as Superintendent of the Maryland State Police in 2011 and was formerly Chief of the Maryland Transportation Authority Police, where he served from 2007 to 2011. Colonel Brown became a member of the Baltimore (MD) Police Department in 1992, where he rose to the rank of Deputy Commissioner of Operations. During his tenure with this agency, he worked in the areas of special operations, legal affairs, training, and organized crime. He holds a Juris Doctorate from the University of Baltimore and a Bachelor of Science in Business and Marketing from Pennsylvania State University. Colonel Brown has held many leadership positions with professional associations, and has also served as an assessor for CALEA.
Justice Kittredge began his legal career as a legal clerk and later practiced in the firm of Wilkins, Nelson and Kittredge. He was elected to the South Carolina Family Court bench in 1991 and the state’s Circuit Court bench in 1996. As a judge, he has also served South Carolina on the Court of Appeals before being elected to his current position of Justice to the South Carolina Supreme Court in 2008. Justice Kittredge has served on numerous special commissions and task forces. These include those related to crime and delinquency, juvenile justice and crime stoppers. He serves in various roles in support of the legal profession, such as Chairman of the Chief Justices’ Commission on the Profession. He holds an undergraduate degree from the University of South Carolina and he is a graduate of the University of South Carolina – School of Law.
The five reappointed CALEA Commissioners are: Colonel Joseph Farrow, California Highway Patrol; Chief Ray Johnson, Chesterfield (MO) Police Department; Director David Moore, Monroe County (NY) Public Safety; Director Thomas Warren, Urban League of Nebraska; and Chief Lisa Womack, Lakeland (FL) Police Department.
The knowledge and experience of these new and reappointment Commissioners ensures the organization continues to meet its mission of promoting professionalism within the field of public safety. CALEA congratulates and welcomes our new and returning Commissioners.
